Strategic

At a strategic level, an organization needs to have a broad overview of the 'business'. Goals need to be set, and important business questions need to be answered: `what do we want to achieve?'. At this level, the emphasis is on the business value chain, business architectures and architecture models.

Tactical

The tactical level focusses on the organization and the implementation of work: 'who does what?'. The implementation entails the definition of models that combine business processes, procedures and activities, at different levels of detail. These models allow key performance indicators to be monitored, such as lead time, completion time, quality and risk. Analysis of these KPIs may trigger change and/or implementation management.

Operational

The operational level is responsible for day-to-day operations, finally fulfilling the organization's business goals. The focus is on execution of business processes, and process management. External triggers starting a process, execution of a process following tactical implementation, and process performance following agreed service level agreements (SLAs).
